Shanghai Environmental Protection Bureau (SEPB) is directly under Shanghai Municipality, and is in charge of environmental protection issues of the whole city.

Shanghai Municipal Government and the Italian Ministry for the Environment, Land and Sea (IMELS, formerly known as IMET) agreed to develop joint projects in the areas of climate change, biodiversity, desertification and drought, ozone depletion, persistent organic pollutants, waste disposal, environmental monitoring etc.

The main functions of Shanghai Environmental Protection Bureau include:
the implementation of environmental protection law and provision in Shanghai;
the formulation of an environmental protection plan and of relevant law, provision and regulation;
the organization, instruction and coordination of the propaganda and education work on environmental protection in Shanghai;
the persuasion of the public and non-governmental organizations to participate in environmental protection activities etc.
