The Ministry of Science and Technology (MOST) of China is a central government agency under the Chinese State Council, responsible for the nation's science and technology activities. Before 1998 its name was State Science and Technology Commission (SSTC). The Ministry of Science and Technology (MOST) of China is one of the main partners of the Sino-Italian Cooperation Program for Environmental Protection.

The mission of the Ministry of Science and Technology includes: to research and set forth the macro strategies for science and technology development; to organize the formulation of the national medium and long-term development plan and annual progress plans for civil science and technology, to promote the building of the national science and technology innovation system and improve the national science and technology innovation capacity, to research and set forth guidelines, policies and measures for the reform in the science and technology system.

The Ministry of Science and Technology along with the Chinese Academy of Social Sciences (CASS) has been participating in the Italian Cooperation Program for Environmental Protection since the first year of activity and many courses have been organized.
