The Europeanization of public law is one of the key issues of European integration. It means that institutions and rules within the frame of national law are modified under the influence of primary and secondary law of the European Union. It is doubtful whether this development, which has begun unnoticed already in the 1960s, has come to an end and has resulted in a system of networks between European and national authorities (“Europäischer Verwaltungsverbund”).
